When rules change mid-way, the date your application is filed is what often decides which rules apply to you. Where are you right now?

Malta offers two distinct ways in. One is built for retirees: a tax-and-residence arrangement that asks for a stable foreign income and a qualifying home, rented or bought, without any direct investment requirement. The other is a residency-by-investment programme anchored in property, with a purchase option and a rental option leading to the same status. Both routes require the applicant to maintain the qualifying property for as long as the residency is held, and neither offers a fast track to citizenship — that stays a separate, much longer process under Maltese law.

  • 2025-07-22Malta unified the government contribution under its residency-by-investment programme so that property buyers and renters now pay the same amount, replacing a structure where renters paid substantially more than buyers, and added a temporary one-year residence permit that lets applicants relocate while their full application is still processing. source

Every official figure on this page is checked against Malta's official immigration sources. Service fees are what independent firms publish for a route — not an official figure, and never any one firm's price. Immimaps does not publish success rates, approval odds or any probability score — here or anywhere else.
